The Combined Authority will be led by an elected mayor.

In advance of the election of a mayor, a Joint Committee of the 2 councils and the Combined Authority will consist of the Leaders and Deputy Leaders of the Hull and East Riding of Yorkshire councils.

Information about meetings of the Joint Committee is available to the public. This makes sure decisions made by the Joint Committee and Combined Authority are transparent. In advance of the election of a mayor, the Leaders of each council will chair alternate meetings of the Joint Committee.

The Joint Committee intend to establish an Investment Board and a Skills Board. These will support the work of the Combined Authority.

We have proposed an MCA consisting of -

  • a mayor
  • 4 members, 2 from each Local Authority and up to 4 non-constituent non-voting members. This will include one to represent the business community. One will be the Humberside Police and Crime Commissioner (PCC)
  • decisions will be based upon a simple majority. Each member has one vote, including the mayor. In certain circumstances, that council must vote in favour. For example, where a decision may have a material effect on one council area, such as a financial or planning matter
  • the mayor will hold certain powers related to -
    • housing and planning
    • economic development and regeneration
    • finance
    • adult education and skills
    • transport
    • health

These powers are held at the same time with the councils. This is apart from the powers relating to transport. This means that, other than transport, the MCA will work concurrently with both councils.

The Hull and East Yorkshire Combined Authority will provide high profile leadership. It will have its own scrutiny and audit arrangements. This will make sure that the Combined Authority is fully transparent. It must be properly held to account for its decisions.

The Joint Committee is supported by the executive team of officers. They are from each of the local authorities. The executive team’s role is to -

  • provide economic analysis and insights to support decision-making and prioritising of activity
  • work in partnership to generate ideas for the future investments that the Combined Authority might want to consider and bid for future investment
  • deliver the programme of investment of the Joint Committee and the Combined Authority
  • successfully operate in accordance with the transparency and compliance framework for local government
