Our Constitution provides the framework within which we conduct our business.  It describes how the Combined Authority operates, how decisions are made, who is responsible for making decisions and the procedures that are followed to ensure we are transparent, accountable and efficient.

The Constitution will be reviewed annually, and minor changes may be made during the year to ensure documents remain fit for purpose.

To help you find your way around the Constitution, we have separated it into sections. We will continue to work on making the Constitution and the information it contains more user friendly and accessible.

Adoption of the Draft Constitution and the Corporate Governance Code and Framework will be considered by the Combined Authority at its first meeting (6 March 2025).
