The Scrutiny Committee comprises 12 members of the two Constituent Councils appointed by those Councils to represent the overall political balance of the Authority Area. The Committee acts as a 'check and balance' to the Mayor and decision makers at the Combined Authority, holding them to account for policies they adopt, money they spend, and services they provide.

It investigates, influences, reports and recommends ways to strengthen policies, improve services, ensure best value for money and achieve long-lasting positive outcomes for local people.
 
The Committee has the power to -

  • conduct reviews
  • publish reports and recommendations 
  • require the Mayor, CA Members and officers to appear before it
  • request any information held by the authority
  • call-in’ decisions and delay their implementation while they are under review
